WTE Charkos Europe and its partners, employers throughout Germany, follow the "employer pays" principle: all costs associated with recruitment are never passed on to the healthcare professionals.
In our policy statement, you will find all principles to which we and our cooperation partners are committed.
Here is an overview of the most important guidelines and conventions:
We recommend that international professionals in the healthcare sector who are striving for a professional future in Germany read the brochure of the Board of Trustees of the German Elderly Assistance (KDA) for “labour migration to healthcare professions in Germany".

WTE Charkos Europe aims to offer both professionals and institutions in the health and education sector in Germany a socially sustainable perspective. Our work is based on the principles of fairness and transparency. We are aware of the high level of social responsibility both towards the host country and the countries of origin and, in particular, towards the skilled workers themselves. Accordingly, we are committed to ensuring that specialists do not have to pay any fees for arranging a job in Germany (“No Fee Policy” or the “Employer Pays” principle). This applies to the entire service chain.
WTE Charkos Europe adheres to the high ethical and professional standards of the “Fair Recruitment Care Germany” seal of approval. This includes the following core principles:
Written form for the verifiability of all contractual conditions
The entire recruitment process is free of charge for nursing professionals
Limitation of the economic risk for nursing professionals
Transparency in terms of structures, services and costs
Sustainability and participation
Overall responsibility for ethical and fair recruitment
Our code of conduct is based on WHO Code of Conduct for the International Recruitment of Health Personnel.
This code serves as the ultimate guideline for sustainable cooperation between WTE Charkos Europe, professionals and employers.
WTE Charkos Europe recruits exclusively from countries that are not classified by WHO as countries with a critical shortage of health professionals.
The recruitment process is generally open to specialists from all other countries.
We are also committed to complying with international human rights conventions, in particular the European Convention on Human Rights.
WTE Charkos Europe is committed to complying with ILO core labour standards as well as the ILO “General Principles and Operational Guidelines for Fair Recruitment”.
The IRIS standards of the International Organization for Migration and the UN Guiding Principles on Business and Human Rights are also an integral part of our guidelines. This results in the following key principles:
Compliance with the laws of all countries involved, including bilateral agreements and relevant labour and immigration laws
Prohibition of recruitment fees or deposits ("employer pays" principle)
Careful preparation of integration in the new workplace, including intercultural preparation of the host institution, which develops integration measures and cultivates a welcoming culture
Transparency and written definition of recruitment and employment conditions to enable professionals to make informed decisions
Placement in employment relationships that provide for equal working conditions, rights and obligations for local and international skilled workers (anti-discrimination)
Maximum support for professionals in the recognition of qualifications acquired abroad, in obtaining residence permits and in language learning
No placement in contractual relationships that contain repayment or binding clauses that do not meet the requirements of the "Fair Recruitment Healthcare Germany" seal of approval
Limiting the economic risk for caregivers
Sustainability and participation
Maintaining confidentiality and data protection
Ensuring a complaints procedure
Respect for access to remedies
Employees or business associates who violate these rules will face appropriate disciplinary action. This may include the termination of contractual relationships as well as the disclosure of violations to us and the authorities. If necessary, any deposits or fees withheld must be repaid to the professionals.
We would like to point out that you have the right to lodge a complaint if there are any irregularities in the placement process. Please address your complaint to Mr Fabian Scholz at the subsequent email address:
Your complaint will be treated confidentially and processed within a maximum of three weeks. During this time, the facts of the case will be evaluated and a strategy developed to remedy the situation. You will be informed about the process and the progress of your specific complaint.
